Summary

The Jewish Shelter Home, constructed in 1902, was an important Jewish humanitarian institution. It was first built as a family residence for US Marshall Elmer Colwell but in 1919 it became the Jewish Shelter Home.

General

The Jewish Shelter Home was never considered an orphanage, but it could obtain legal custody of children and place them for adoption. The Shelter Home operated out of this house until 1937, when it moved to a new location. This institution was the forerunner to the Portland Jewish Family and Child Service.
